Apparently, according to other versions of this story, one fell in, and the other went to rescue him. Both are said to have drowned.
That canal is so shallow the water is at your waist when you stand up in it.

I have no idea of this case.
But people can drown in very shallow water - it happened before and will in the future.
*Helping someone who is drowning is very dangerous.
*If they are drunk/sleepy/frozen/high/exhausted - it is easier to drown.
*If they can’t swim the panic is deadly.
Water is no joke…
