      Norway is both a monarchy and a democracy. There are several countries in Europe that are considered to be some of the most democratic in the world, which just happen to have a monarch as the head of state instead of a president.

      What you are thinking of is an absolute monarchy, rather than a constitutional monarchy.

      It’s reasonable. Norway doesn’t really hand out long sentences in general. He did not get special treatment

        It depends on what rehabilitation looks like and whether it continues after release. Rape destroys a whole life, mental and physical. Restitution should include a lifetime of whatever the victim needs to regain a semblance of whole health.
