Aren’t (big) heatwaves usually followed by droughts?
I mean, huge high-pressure fronts tend to chase away clouds and thereby rain, causing a stark rise in temperature, and ultimately resulting in a drought.
Mind you, this is off the top of my head, so feel free to correct me.

They are probably related yes. Seeing the river and signs of drought is weird though.
