i have a question: can i make my own community and make it that moderators only post and then post those jokes (since the jokes are long and have some lore)

Yes, there’s a checkbox when you create/edit a community on Lemmy or Piefed to make it so that only moderators can post to a community. I’m not sure about Kbin/Mbin communities.

Edit: If you want to reach more users (Mastodon users), I would suggest a PieFed community since you can have every post set to have an automatic hashtag applied. Lemmy users won’t see the hashtag, so it shouldn’t bother them.

I’m not sure if there are any with that specific ruleset. You’re probably better off putting in a new community request with an instance somewhere.
