snakemake is a popular tool to define analysis workflows for bioinformatics (also another equivalent called nextflow), there is also KBase, which is a webui for running different jobs, not sure if that is open source.
Bioinformatics perhaps? But I think a lot of those are just specific analyses done in notebooks. Being able to submit a notebook and have it computed though would be pretty handy I Imagine
You are right, many oddly specific gaming things like this are not that well supported, but the strength of Linux and open source is that everyone has the power to change it. The software that people have already developed to interface with proprietary hardware is great, I have a Corsair mouse and thought I would never have support for macros on it on Linux, but someone has already developed software that does a way better job than corsairs official software. It can do all of the same operations and doesn’t hang or crash regularly. I’m sure a few of your issues have already been solved by someone. The brilliant thing is, Linux ultimately allows much more control over the software and hardware it is interfaced to. So something like the transducers you mention would probably be easier to do than it is on windows, but someone has to actually do it. Maybe the sim-racing community is just waiting for you to come along? ;)

It seems others have suitably answered your questions, but I’ll add my opinion too:
Ditch windows and use linux, you will get much more performance, reliability and of course less spyware. “Old” is probably completely fine, we are hosting loads of stuff on an old i3 with 2 cores, including streaming. If you have an old CPU it may be worth adding a basic dedicated gpu to help with video decoding when streaming video, audio should be fine however. A cheap second hand ssd would be a good purchase as a boot drive and for the container images, and then you can store the big data on a hard drive.
You may have to host it yourself to get the features you need. I’ve often heard universities have lots of old PCs lying around, you may be able to get one of those and run nextcloud on it. (Or just a file server and use LibreOffice). The university probably has their own networked storage as well, can you use that?
Not just phones imo, modern computing devices are unnecessarily powerful. Like modern work laptops with 11th gen i5s. They should be able to handle word processing. Computers with a 300mhz CPU can write to text files. But windows still manages to chug with a few office apps open. How they manage to cram that much bloat in astounds me
