People are not regularly getting kidnapped off the streets of Chicago, and if you think they are you might want to look into where you’re getting your information from.
The countries of Chytown and LA and some sleezy parts of Seattle. Do you need more?
The only people abducting people and holding them for ransom in Chicago and Seattle are ICE agents.
