I feel like TV’s volume increments are smaller so its better to max the device volume, min the TV volume and control with the tv remote to adjust

Always max the source
It might be, but you have no control over the different volume contained in feeds from the different source(s). That’s why, on some platforms, commercial advertisements are almost deafening, compared to the show you are watching.
