San Diego, either “shorts all the time” or “what are shorts?” I’m in the “what are shorts,” camp.
A long time ago, I lived in Maryland and a woman moved in with me from … I forget where, actually, but the west coast. I remember when she first got there we were out on my balcony and she was shivering in a sweater and sweatpants, while I was very comfortable in shorts and a T-shirt.
Acclimatization is real.
Really comes down to personal preference, as well as humidity.
In spring, as soon as we hit upper 50’s I’m wearing shorts.
Totally depends on what you’re comfortable with. I personally will wear shorts down to around 40°F (4.5°C).
I don’t wear shorts if the daily maximum is going to be below 30°C. Way too cold with shorts.

And if it’s raining.
In which direction? Because if it’s somewhat warm but raining I’d be more likely to lean towards shorts since they’re easier to dry than long trousers.

In Australia that might be considered a bit cold for shorts, but definitely within acceptable range.
Ideal? No. Reasonable? Yes.
21C is a bit chilly for me. Not chilly enough that I need to rug up, but enough that I notice the cool tinge to the air
for me 15°C and up is shorts weather

Temperature doesn’t matter as much as wind.
It depends on you, of course. You won’t freeze though, especially if you are walking around.
